T&C 3.4 is written as a list of places from which bets are not accepted. T&C 3.2 separately says a person in a jurisdiction where gambling is prohibited must not access the service, and a citizen prohibited from gambling by their own country must not register or access wherever they are. The help article “Why is my country restricted” does not list country names; it points to laws that differ by jurisdiction. See FAQ 226 and FAQ 229 (licensed operator, but some jurisdictions are not accepted).
